I suppose the most important thing to consider when contemplating what to wear for the spanking is that the outfit must not interfere with one's ability to run away. I suppose it's also worth considering that the same outfit should not interfere with what he plans to do when the running away part fails.
Being nude is bad enough. Cuffs certainly add to the sense of humility. Heels though. . . that's just cruel and unusual for the clumsy among us in the best of circumstances.
